The purpose of this plan is to strengthen multisectoral coordination of key population programmes in Zimbabwe as part of our commitment to fast-tracking the 90-90-90 HIV testing and treatment targets by 2020 and ending AIDS by 2030. The focus is on the National AIDS Council playing an effective coordination role in ensuring that national efforts to combat HIV leave no one behind.
