Societal and policy barriers undermine prevention.
These barriers — including stigma and discrimination, gender inequality and criminalisation of key populations — increase the likelihood of exposure to HIV and impede access to and use of prevention services. By addressing underlying inequalities and adopting supportive policies, we can create an enabling environment for effective HIV prevention. To reach the global HIV prevention targets, we must protect and promote the human rights of all people in their diversity.
