The development and maintenance of a biological and behavioural surveillance system is a critical element in monitoring the HIV epidemic, as well as in designing and implementing an adequate and appropriate response. The implementation of this surveillance plan will guide the development of a system to respond to current trends in the transmission of HIV in Egypt.
