This plan identifies critical programme and system gaps with the goal of closing those gaps within five years to meet the 90-90-90 targets. The plan cuts across multiple sectors including health and creates a common understanding for all HIV and AIDS stakeholders — government, civil society, the private sector and development partners — to work toward high-quality HIV prevention, treatment and care services for all Malawians.
