This strategic plan guides the geographical, population, and intervention priorities for the national, state/regional and local response to HIV in Myanmar. The plan strives to protect human rights for key populations most affected by the epidemic, including people living with HIV, people who inject drugs, men who have sex with men, and sex workers and their partners.
