This strategic guide directs the response to STIs and HIV at the national, provincial, and district levels. Strategies include regular HIV testing for those at risk; STI treatment and, for those who test negative, prevention outreach; tuberculosis prophylaxis and treatment; and HIV treatment, care, and support for PLHIV. Additionally, the guide calls for support of human rights and addressing the drivers of the HIV epidemic including discrimination, gender norms, violence, poverty, and drug and alcohol use.
