This plan aims to respond to the changing HIV epidemic in the Philippines by increasing options for key populations with a focus on age- and gender-responsive HIV prevention programming. Planned initiatives will address human rights-related barriers to HIV prevention, diagnosis and treatment; the implementation of guidelines on the provision of HIV services for young key populations; and reaching people who inject drugs.
