The objectives of this study were to: 1) examine the political, financial and system factors that influence institutionalisation and integration of community-led monitoring of the HIV response in Ukraine and (2) identify enablers and disablers for implementation. The findings showed that despite significant efforts towards community system strengthening and community-led monitoring, the country faces gaps in recognising this type of monitoring as a strategic instrument for monitoring and generating data to inform decisions. The report includes recommendations.
