This plan outlines how, under national leadership, sectoral ministries in the Democratic Republic of the Congo (DRC) can work towards priorities in five strategic areas: 1) prevention of HIV and sexually transmitted infection transmission, 2) elimination of mother-to-child transmission of HIV, 3) improved access to care and treatment, 4) promotion of a supportive environment for people living with and affected by HIV and 5) support for implementation of the national strategic plan. Targets are specified for behaviour change communication, HIV prevention, HIV testing, antiretroviral therapy, and raising awareness about HIV transmission and delays in sexual debut, with a focus on stable heterosexual couples, young people and key populations, especially sex workers, their clients and men who have sex with men.
