These guidelines provide a framework to all implementing partners and their donors working with key populations at national and county levels to create an enabling environment, support key populations to reduce their own risk of HIV/STI acquisition and/or transmission. The guidelines detail how to implement the behavioural, biomedical and structural interventions.
