This strategic plan highlights national priorities, targets and guidelines for implementation of voluntary medical male circumcision (VMMC) from July 2014 to June 2018 in Kenya. It considers emerging issues and opportunities for further scale-up of VMMC services, including widening of the target group for VMMC to include boys ages 10–14 years, use of the dorsal slit as the preferred approach for circumcising younger boys, introduction of early infant male circumcision, increasing the focus on programme safety, including increased vigilance on the risk of tetanus, and use of male circumcision devices prequalified by the World Health Organization.
