This plan proposes moving towards universal access to quality medical services under the leadership of the Ministry of Health. It is designed around five major social policy objectives: 1) improve the health conditions of the population; 2) provide health services efficiently, with quality, warmth and safety for the patient; 3) reduce health inequalities through interventions focused on marginalised communities and vulnerable groups; 4) avoid impoverishment of the population for health reasons through universal health insurance; and 5) guarantee that health contributes to overcoming poverty and human development in Mexico.
