Zambia’s framework, fifth in a series, is aligned with the Vision 2030, Seventh National Development Plan, National AIDS Policy and international and regional commitments. The focus is to intensify combination HIV prevention in the national multi-sectoral HIV response, with a view to reduce new infections. It provides a strategy for planning, coordinating and implementing the national response; and articulates national priorities, expected outcomes and targets for all stakeholders. The framework forms the basis for reaching agreement with development partners on technical and financial support, and includes sections on strategic interventions and outcomes with a road map for investment, on integration of HIV services, and on coordination, management, and institutional arrangements.
