This report illustrates the achievements of and reviews the challenges in efforts to empower women and girls at the national and global levels since the Beijing Declaration in 1995. It addresses education, research, science, entrepreneurship, employment, health and hygiene.  The report includes a section on specific measures to promote the rights of women and girls through HIV policies and programmes.
