To address persistent barriers to HIV prevention and care, countries should adopt human rights programmes as a central part of their HIV response. This five-year plan lays out steps to reduce human rights-related barriers to accessing HIV and tuberculosis (TB) services in Indonesia and is organised in line with seven key programmes developed by UNAIDS, plus one additional programme for TB. The plan includes intervention frameworks with activities, outputs, timelines and indicators.
