These guidelines for Pakistan's community-based organizations (CBOs) include strategies to foster close linkages with the health care delivery system in targeted districts. CBOs facilitate access to HIV prevention and treatment through advocacy, education, community mobilisation, voluntary counselling and testing, home-based care, and sexually transmitted and opportunistic infection management. The guidelines outline intervention packages for men who have sex with men, female and male sex workers, transgender people, and people who inject drugs. Sections on operations, implementation objectives, staff structure, key functions, and data collection are included.
