This document describes requirements for provision of HIV prevention services among groups at increased risk for HIV infection. Services include treatment and prevention, care, support and social protection provided through health facilities as well as through outreach and mobile services. A list of specific services and treatment to be provided is included as well as indicators to measure effectiveness of the services.
