Uganda seeks to end AIDS as a public health threat by using this road map to: increase the pace of efforts to prevent HIV; expand the use of proven prevention interventions such as voluntary medical male circumcision and test and treat; address structural issues, including gender inequality and stigma; and integrate the HIV response fully into development programming.
