This national strategic plan is designed to build on Ethiopia's progress in nearing HIV epidemic control while addressing key programmatic gaps, especially in reaching key and priority populations, preventing vertical transmission and increasing HIV case finding. The addition of strategic objectives on gender, equity and human rights and the role of civil society reflects an emphasis on reaching epidemic control across all ages, geographies and population groups.
